I have read it with great interest. It is commendably clear and contains much useful information. In particular, I found the text on health and safety to be suitably cautious and I support the recommendations for studies on toxicology. These studies should be conducted on a trans national basis. In addition, the way in which the study objectives are framed should be the subject of wide consultation, not confined to the scientific and engineering communities. This question of framing was regarded as highly important to the public acceptance of the outcomes of such studies in an influential US report which presents the relevant arguments.
